A plain-language illustrated guide comparing Fiji’s 2013 Constitution, the Constitution Review Commission Draft 2026 and the Government Draft Constitution 2026, explaining major constitutional choices and their implications for democracy, rights and accountable governance.

Understanding Fiji’s Proposed Constitution is a 34-page illustrated civic education guide published by the Centre for Democracy & Dialogue. It compares the 2013 Constitution, the Constitution Review Commission Draft 2026 and the Government Draft Constitution 2026 in accessible language, using illustrated three-column comparisons, provision-by-provision tables, and CDD analysis. Thirteen constitutional themes cover the character of the State and citizenship; rights and access to justice; land and customary rights; elections and political parties; Parliament and the Senate; executive power; judicial independence; public services and disciplined forces; public finance and independent institutions; the Bose Levu Vakaturaga; Rotuma and local government; emergencies and immunity; and constitutional amendment, commencement and transition. The guide also identifies cross-cutting patterns and 25 elements of the CRC Draft removed or weakened in the Government Draft. It examines the merits and shortcomings of each constitutional proposition rather than endorsing any package wholesale. This resource is intended for civic education and does not constitute legal advice.
