This joint submission by Dialogue Fiji and The University of Fiji provides a comprehensive assessment of Fiji’s constitutional, legislative and administrative electoral framework. Drawing on research, comparative practice and experience of recent elections, it considers the 2013 Constitution’s electoral provisions, the Electoral Act 2014, the Political Parties Act 2013 and the Electoral (Registration of Voters) Act 2012. It proposes reforms to strengthen fairness, transparency, inclusion, participation and democratic stability, while cautioning against changes that could weaken safeguards or confer partisan advantage.
