Fiji’s Proposed Constitution assesses the Fiji Government Draft Constitution contained in the Constitution Amendment Bill 2026 (Bill No. 32 of 2026) against the Constitution of the Republic of Fiji 2013 and the Constitution Review Commission Draft Constitution 2026. Across thirteen chapters and approximately 140 areas of comparison, the publication examines founding values, rights and access to justice, land and community rights, elections, Parliament, executive government, courts, the public service and disciplined forces, public finance and accountability, the Bose Levu Vakaturaga, Rotuma, local government, emergency powers, historical immunity, constitutional amendment and transitional arrangements. Comparative tables explain the provisions and their practical legal and democratic consequences. Each chapter identifies the most consequential differences, with particular attention to the concentration and distribution of public power, democratic safeguards, institutional independence and the protection of rights. The publication aims to equip citizens to assess the proposed constitutional arrangements on their merits.
