This report presents a detailed narrative and analytical reconstruction of Dialogue Fiji’s expert panel discussion, Fiji’s Constitution Review: Building Trust and Legitimacy, held in Suva on 20 November 2025. It brings together legal, academic, civil-society, public-administration and government perspectives on how Fiji can design a constitutional review process that reflects the will of its people. The publication examines the country’s history of constitutional rupture, the legitimacy challenges surrounding past constitutions, and the renewed momentum for reform. It addresses meaningful public participation, realistic timelines, parliamentary legitimacy, the composition and independence of a review commission, risks of political capture, legal and procedural safeguards, and lessons drawn from audience interventions. It concludes with policy implications and structural recommendations for a credible and durable constitutional settlement.
